the economic systems of macro - and meso - levels are justified, which, unlike similar studies, puts the technological component at the forefront of economic and innovative concepts. The main properties of the category «innovative economy» are defined. It is noted that to ensure a high level of competitiveness of mesoeconomic systems, it is necessary, on the one hand, to have a powerful innovation and technological potential, on the other-to use it productively, while both sources should be considered as the root causes of innovation activity at the level of the mesoeconomic system. The structure of the region's innovation and technological potential in static and dynamic aspects is determined. A conceptual scheme of the region's innovation and technological potential is proposed.
