Dissertation is devoted to the solution of an important scientific problem of organizational and information support formation for the development of smart cities of Ukraine strategy in the digital economy. Based on the generalization of scientific approaches, the conceptual apparatus of balanced management of sustainable development of a smart city is deepened, taking into account modern trends of society digitalization, essence and content of the concepts "digital economy" and "smart city", which allows establishing and identifying logical and functional relationships with elements of the categorical basis.
The digital economy is defined as a multilevel complex cyberphysical system, the set of elements of which exists simultaneously in the form of physical objects, products and processes, as well as their digital copies (mathematical models), interacting in real time, simulating real processes and predicted states, provide continuous optimization of the entire system on digital platforms and provide electronic communication through the operation of electronic digital devices and tools, intelligent systems and analytical services in order to obtain digital dividends.
Approaches to the definition of the concept of "smart city" with the identification of key areas that characterize the development of a smart city are systematized. It is proved that the generally accepted definition of the concept of "smart city" has not been established yet. Based on an integrated approach, "smart city" is defined as an integrated and multifactorial municipal ecosystem that includes attracting human capital and full use of information and communication technologies by integrating physical, digital and human subsystems in an artificial environment to solve current problems of the city balanced development in the economic, social, environmental and institutional spheres to ensure the safety, comfort and quality of life of citizens in the future.
Digital trends, challenges and opportunities for Ukraine in digital economy conditions have been summarized; the state of digital transformation in Ukraine has been analyzed; a comparative analysis of foreign practices of smart cities development has been carried out and the possibilities of their implementation in Ukraine have been analyzed; the main achievements and problems of implementing the concept of smart cities in Ukraine have been revealed.
A conceptual model of organizational and information support for the development of a smart city strategy based on a balanced scorecard as a component of the city's sustainable development strategy in a digital economy has been developed.
A conceptual model of organizational and information support for the development of a smart city strategy on a balanced scorecard as a component of sustainable development strategy in a digital economy is considered as a system of targeted actions to collect, analyze, store and present information about the city in an integrated form, five structural elements - priority areas (projections) of city life, namely: smart people, smart government, information and communication technologies (ICT), technology and infrastructure, smart economy, quality of life and working conditions in the city for calculations and modeling integrated indicator of sustainable development of a smart city according to a balanced system of indicators.
Information and analytical tools for assessing the level of sustainable development of a smart city on a balanced scorecard (SCBSC) has been improved, based on the use of a methodological approach to calculating an integrated indicator of sustainable development of a smart city on SCBSC. Comparative analysis of Top-10 cities of the world in terms of international rankings has been made, methodological approaches to the assessment of smart cities according to leading international world rankings have been systematized, their advantages and disadvantages have been established, a methodological approach to integrated assessment of sustainable development of smart cities of Ukraine on a balanced scorecard in the digital economy has been developed; analytical tools for assessing the level of sustainable development of a smart city on a balanced scorecard (SCBSC) have been developed, the proposed methodological approach to the integrated assessment of sustainable development level of smart cities according to SCBSC has been applied on the example of Ukrainian cities; proposals for the organization of the process of forming a strategy of smart cities in a digital economy have been developed.
