Vlasova T. Management in the social sphere of economic systems

Research object: the social sphere of economic systems as the constituent of national economic processes in 90-s; perspectives of its modification. Purpose of research: is to develop the scientific and methodological basis of social management control in Ukraine. This is developed to the effective use of the priorities of socially oriented market economy in the development of the transitional economy in Ukraine. Method of research are: system approach, historical and comparative, econometric, statistical methods, methods of mapping, method of collation and bracket. Result are: the definition of the State control influence on the social market economy; application of adaptation mechanism to adjust the State control to the conditions of the period of transformation; practical advises concerning the development of small scale and middle scale businesses in Ukraine; suggestions on the modification of social security system according to the directions, which are: unemployment insurance, personally securit y, social insurance, medical insurance; methodic recommendations on financing the social sphere by means of address redistribution of the State money; the results of the research were practically applied so that confirmed by acts of inculcation. Novelty: methodological aspects of orthodocsal liberalism as the main theory of socially oriented market economy were investigated; system analysis of labor effectivity was accomplished to solve the problem of employment; management conception for small scale and middle scale businesses was developed on the basis of increasing the competitiveness of internal production to create new places of work; new organizational forms of adaptation of social policy to the conditions of the market were proposed to overcome problems in the Ukrainian society; dynamic model of labor resources and the algorithm of prediction the dynamics of the quantity and the structure of employed people were developed; model of financial security of the social sphere was proposed; conceptual appro ach was developed to determine the abilities of practical use of German knowledge of social and pensionary security in Ukraine.
