The systems of nonstationary boundary equations in the mixed problems for the Maxwell system. To construct the correct mathematical foundation of application of the potential theory methods to solve the problems of electromagnetic wave diffraction. The methods of investigation are the potential theory methods, the operators method, the operational calculus. The potential theory methods are extended on the problems of the essentially nonstationary electromagnetic wave diffraction.
