Essay

Object of the study is operation of mines, dressing mills, state holding companies engaged in coal extraction and processing, as well as of the State Department of the Fuel and Power Ministry of Ukraine. Objective of the study is development of scientific basics and practical recommendations on raising the efficiency of the coal enterprises management in Ukraine, which provide their economic growth. Methods of research include the methods of mathematical statistics, of economical and mathematical modeling, of operational research, of the theory of probability, of comparative-economic and abstract-logical analysis. Theoretical and practical results consist in working out of proposals which allow to eliminate the contradictions between the natural inertia of the coal industry and the dynamic market environment. It is done on the basis of improvement of the branch management system and strengthening of the state's role in agreeing of the interests of the subjects of production and consumption of the coalproducts. The novelty is in the following: theoretical and methodical principles of the scientific approaches to the forms and methods of enterprises management in the coal industry are deepened and the directions of its improvement are substantiated; the economic and mathematical model is worked out to define diapason of prices for the coal products taking into account the competition on the coal market; it is stated for the first time that restructuring of management is needed to provide a system ordering of economic relations of enterprises and their partners under conditions of changing the ownership and of price improvement, the principles of restructurization are worked out and the methodology of optimization as well; the mechanism of distribution of the investment resources in regions and of the efficient use of subsidies is elaborated; the economic and mathematical model of an optimal variant of complex privatization of coal-extracting and coal-processing enterprises is developed; the group of mines is defined which have the investment attractiveness, the necessary volumes of investments are determined and their possible return till 2010. Degree of introduction is as such: the main results of the research are used by the National Mining University of the Ministry of Education and Science when developing the energetic strategy of Ukraine till 2030, by the Donetsk Regional State Administration, by OSC "Coal Company "Mine Krasnoarmejskaya-Zapadnaya №1", in the teaching process at the Donetsk State Academy of Management under the Ministry of Education and Science of Ukraine. Sphere of application is the coal industry, enterprises, regional state administrations.
