Essay

The theoretical and methodological providing the conducting of social-economical survey sampling on the basis of application methods of optimization has been developed in the thesis. Theory of optimal allocation for nonlinear cost function was developed. Optimal sample sizes was obtained in stratified sampling and Bayesian stratified sampling, in cluster sampling, in two-stage stratified sampling, in double sampling for stratification in case of nonlinear cost functions, which minimizes cost for a fixed value of variance of estimate or minimizes variance for a fixed cost. The methods of estimating the mean and total value for the capital of Ukrainian commercial banks and potential tobacco goods in Ukraine was created. The methods were invented to forming sample for small Ukrainian enterprises; the principles were introduced as to defining the main parameters of stratified sample. A new system of estimating mean and total values of output and sales for small enterprises in Ukraine was developed. The population's incomes and expenses by cluster sampling method were investigated. For the first time it was proposed to use complex surveys investigations for forecasting the Balance of Payments of Ukraine. Key words: stratified sampling, cluster sampling, optimization, optimal allocation, nonlinear cost functions, survey of small enterprises, balance of payments, capital of commercial banks.
