A theory of electronic-vibrational relaxation of the optically active molecules in active media of the excimer lasers based on application of the Fokker-Planck equation is defended. The theory yields formulae for the excimer-laser parameters dependent on the process of vibrational relaxation and enables adequate interpretation of the correspondent experimental data. The rates of optical transitions of molecules in active media are calculated. In particular, a formula is obtained for the rate of the output open-cavity spontaneous emission by molecules and atoms in the framework of the classical electrodynamics and the weak coupling between the electric dipole and the electromagnetic field with allowance made for light absorption or amplification by the material of the cavity.
