Essay

New scientifically grounded time-frequency methods and means of mathematical design of transformations of unstationary accidental processes are offered by the stochastic parametric informative systems. The time-frequency spectral models of type are synthesized “input-output” of typical functional links of linear, hybrid and nonlinear electronic informative channels at the unstationary accidental model of action. The original are created and the known methods and practical algorithms of time-scale (time-frequency) models of treatment of signals are improved in modern information technologies. Job performances are used for construction of new program-apparatus maintenance of the systems of treatment of information.
