Zhylyayev I. The regional transformational social and economic systems in the conditions of payment crisis

The object of the research is the socio-economic systems of transformations of the country, industries and regions which are examined as an integral aggregate. The article of the research is the complex of public (political-judicial and socio-economic) relations, related to the pay crisis. The purpose is development of the methodological provision of public policy, which is directed at the increase of efficiency of transformations, overcoming of a pay crisis, and also scientific-methodological basis of the anti-crisis management of a separate category, from the wide class of objects of public regional policy – of the regional socio-economic systems of transformations, applied aspects of this sphere of relations. The methods of the research: logical; statistical-economic; systemic analysis; comparative analysis; economical-mathematical modeling, etc. Defined: cyclical dynamics of pay crisis, its national, regional and branch regularities and peculiarities. Developed: scientific ensuring of state policy,which is directed at the increase of efficiency of transformations and its anti-crisis constituent, legal mode of overcoming of the regional depression. Introduced: scientifically-methodical materials of the anti-crisis policy in the state sector of economy are used in preparation of laws and legal acts, parliamentary listening; educational-methodical complex «Placing of productive forces and rationalistics». Sphere of the use: public authorities and organs of local self-government, scientific institutes and universities.
