Luk'yanchenko A. Economic and organizational provision for development of communal city-servicing sphere

Object of research: process of functioning and development municipal city-servicing of sphere in conditions of the market relations. The purpose of research: generalization of theoretical rules, development of the methodological approaches and practical recommendations concerning development municipal city-servicing of sphere on the basis of formation and use of the appropriate economic-organizational maintenance in view of market conditions. Methods of research: abstract-logic; statistical-economic; the system approach, financial analysis and forecasting, expert estimations. Theoretical and practical results: the developed conceptual bases of organizational-economic maintenance of development municipal city-servicing of sphere are directed on increase of quality of life gromada of city. The introduction of theoretical results has allowed is proved to accept the decisions directed on maintenance of development municipal city-servicing of sphere in conditions of the market. The results of research are used in activity: the main economic management of Donetsk urban advice, Ministry on a hous-municipal services of Ukraine, Ministry of the finance of Ukraine, Donetsk regional state administration, Association of cities of Ukraine and municipal commercial enterprise "Donetsk Urban Thermal Network". Scientific novelty: the essence of concept "municipal city-servicing sphere" is determined. The conceptual bases of development municipal city-servicing of sphere are developed, the directions of an effective utilization of objects of the municipal property are proved. The organization-information model of management municipal city-servicing by sphere is developed on the basis of formation of uniform information system of city. The methodical approach to diversification and improvement of services quality is offered. The methods of use of receptions of the analysis and synthesis of economic-organizational problems of functioning municipal city-servicing of sphere are advanced; the methodical approaches to a choice ofdirections of housing and tariff politics; the organizational approaches to process of planning of development municipal city-servicing of sphere and choice of methods of its financing. Sphere of use is the activity of the executive bodies of authority, regional state administrations, bodies of local self-management; establishments on management of municipal economy and municipal property; higher educational institutions.
