Mathematical models of power generation capacities operation and development are created in the form of mixed complementarity problem, which allows estimating adequately the Ukrainian Power System operation in the imperfect competition conditions. The impact of market and technological factors on the power generation functioning and development parameters are researched. The software-informational system for thermal power generation capacities development modelling is created, which takes into account the features of the Ukrainian Power Industry, has the flexible structure for the consideration of a scheduled transformation of the Ukrainian power market operation and allows utilizing information in the format used in the Ukrainian Power Industry. Verification of the software-informational system is conducted, based on the Benelux countries and the Ukrainian Power Systems data.
