Essay

The thesis deals with the first in Ukrainian and foreign historiography comprehensive and system research of Ukrainian national governments diplomacy to defend state independence during the struggle for national liberation in 1917 - 1923 basing on analysis of numerous bibliographic and achieve sources. The author analyzed the efficiency of governments activities attempting to establish official interstate relations with Atlanta allies, Central Block allies, neutral states and newly-born countries of former Russian and Austro-Hungarian empires. On the basis of critical revision of existing scientific database there were made considerable contributions to investigation of Ukrainian foreign affairs, the main stages to form Ukrainian embassies, diplomatic missions and delegations for international forums were traced, their structure, professional level and general political positions were characterized. The author also presented definite characteristics of first Ukrainian diplomats
