The thesis is devoted development of methodology, methodical approaches and to the ground of mechanisms of forming of the innovative system of region for an effective management by innovative processes in the context of social-economic development of region and providing of continuous innovative dynamics. The object of the research is becoming and development of the regional innovative system. The purpose of the research is ground and development of methodological principles of becoming and development RIS, functioning of which foresees implementation of public coordinating functions, institutional cooperation of subjects of innovative sphere, providing simultaneously of action of principles of independence and complements of regional functions in relation to national. Research methods are historical and logical analysis, synthesis and methods of comparison; complex retrospective and system-structural analysis; grouping and scientific abstraction; economical mathematical design with the use of methods of factor analysis and other. Theoretical and practical results in development of methodology, methodical approaches and to the ground of mechanisms of forming of the innovative system of region for an effective management by innovative processes in the context of social-economic development of region and providing of continuous innovative dynamics are consist. Novelty: conceptual bases of forming of structurally functional models out by national and regional innovative systems with the selection of infrastructural constituents as an aggregate of subsystems and their intercommunications are worked; conception of innovative partnership and reasonable basic mechanisms of concordance of economic interests of participants of innovative process is offered; the methodical going out near the estimation of innovative constituents of socio-economic potential of region, based on three levels of measuring and intended for the practical use by the organs of local self-government at development of regional innovative strategy is worked; the methodical going near determination of regions of -"centers of innovative development" and ranging of them on the basis of design of internal properties of innovative sphere of regions is offered; scientific bases out forming of the regional innovative system, based on determination of her basic innovative properties, accordance of these properties to the levels of relations of elements of the system, efficiency of their functioning are worked.
