Research object: effective use of potential of health-resort recreation territories. Research purpose: development of theoretical, methodological and methodical positions in relation to forming and realization of strategy of the effective use of potential of seashore health-resort recreation territories. Research methods: abstract logical; formal and dialectical logic, synthesis, analysis, comparison, deduction and induction; cartographic; analysis of the systems with the use of statistical methods; ranging; expert questioning and design; marketings researches; approach of the systems. Theoretical and practical results: theoretical generalization and new decision of important scientific problem of forming and realization of strategy of the effective use of potential of seashore health-resort recreation territories which are directed on the receipt of economic effect is resulted. Theoretical positions are taken to the level of methodical developments and practical recommendations accepted to the practical use: by the management of culture and tourism of Zaporozhia regional state administration; by departments on questions of the landed relations, ecology and natural resources, economic analysis and financial monitoring of the Zaporozhia regional soviet; By May day district state administration of the Donetsk area and Berdyanskoy district state administration of the Zaporozhia area; By the executive committee of Berdyansk city advice of the Zaporozhia area; LTD. Scientific novelty: the paradigm of achieving seashore territory is offered on the basis of keeping of territory as commodity; grounded and offered scientific going near forming of strategy of the effective use of potential of seashore health-resort recreation territories and the mechanism of the organizationally-administrative providing of its realization is certain in the context of positions of strategic management; the criteria of estimation are grounded for monitoring of effectiveness of realization of strategy of the use of potential of seashore KRT. The kvalimetrichniy going near the estimation of the use of potential of territory and methodical approach is specified in relation to determination of strategic alternatives of achieving seashore territories, and also receptions of estimation component economic potential with the use of chain indexes. The degree of multiplicative influence of recreation on growth of potential of territory is certain. The comparative analysis of realization of strategic plans and programs is conducted on the basis of their functionally having a special purpose setting.
