Zavizena N. Information support of regional socio-economic policy: Methodology and Practice

The subject of investigation is the processes of development of the regional socio-economic policy in the context of spread of the standards of the information-oriented society. The purpose of investigation is the development of theoretical and methodological basics of the informational support of the regional socio-economic policy in the context of structurally dynamic progress in the economic system on the basis of generalization and intensification of scientific approaches to the formation and development of the informational processes at the regional level. The methods of investigation are philosophical, functionally cybernetic approaches; historical method; methods of comparative, structural and system analysis; mathematical and statistical methods; logically structural, determined and stochastic methods; methods of projecting of economic systems; methods of economic-mathematical and scenario modeling. The practical importance of the obtained results consists in that the results can be used: in the development of the documents of legislatively regulatory, prognostic and program character; in the identification of the directions of the informational policy in the regions of Ukraine according to the Conception of the National Program of Informatization and the international requirements to the level of the informational openness. The scientific novelty of obtained results is that first the theoretical and methodological principles and methodical tools to the justification of the system of the informational support of the investment activity, have been developed; the model of evaluation of the informational openness of the Ukrainian regions, has been developed; the economic-mathematical model of the informatization of the RSES (regional socio-economic system), has been developed and justified. The theoretically methodological apparatus of investigation of the processes of the informational support of the socio-economic policy at the regional level and the methodical approaches to the evaluation of the effectiveness of the informational communication technologies in the functioning and development of the regional economic systems, have been improved; the approach to the creation of subsystems of the information security in the region has been differentiated; the system of principles of building the flexible and effectively functioning subsystem of the information security and the conceptual management principles of the strategy of the informational support of the effectively functioning of the economy of the region, have been improved. The conceptual approaches to the classification of information on the basis of technological principle; the development of the management technology of the system-based cybernetic investigation of the informational infrastructure; the system of factors that define the effectiveness of the informatization of the regional socio-economic system, have been further developed.
