Research object: functioning of the territorial recreation system of region of Carpathians. Research purpose: generalization of theoretical principles, development of methodological base and development of methodical positions in relation to forming of strategy of development of the territorial recreation system. Research methods: approach of the systems, synergies, structural and functional, empiric, analysis and synthesis, economic statistical, expert estimations of economic mathematical design. Theoretical and practical results: conceptual bases of development of recreation and tourism are developed, directed on the effective use of natural recreation resources, cultural and historical legacy, advantageous geographical and geopolitical position of regions. Theoretical positions are taken to the level of methodical developments and practical recommendations, utillized: by government service of tourism and resorts of Ukraine, Scientific center of development of tourism of Ministry of culture and tourism of Ukraine; By Chernovecka regional state administration; by the department of economy of the Executive committee of Chernovecka city advice; by the association of workers of tourist sphere of the Chernovecka area "Tourist Bukovina"; in the educational process of the Chernovecka trade and economic institute of the Kiev national trade and economic university of Department of education and science, young people and sport of Ukraine. Scientific novelty: understanding of essence of the territorial recreation system (TRS) got further development and functional signs are set, the choice of the most perspective directions of its development is optimized. A hypothesis is grounded in relation to functioning and development of TRS, found out conformities to the law of its becoming, functioning and development. The regional going is applied near the estimation of economic and social position of areas of region of Carpathians. Of a particular branch going is extended near determination of natural and cultural and historical potential of region of Carpathians. The estimation of recreational attractiveness of region of Carpathians and separate recreation objects is got. The necessity of the use of positions of probability theory is grounded for determination of prospects of recreation and tourist streams in the region of Carpathians and on concrete recreation objects. The system of looks is extended to government control of activity of tourist enterprises (licensees) and sanatorium-resort establishments. Grounded conceptual principles of strategic development of the territorial recreation system of region of Carpathians. The mechanisms of realization of strategy of development of the territorial recreation system, order and monitoring procedures, are certain. The sphere of the use is activity of Ministry of infrastructure of Ukraine, including, State agency on questions of development of tourism and resorts; executive branches of power, regional state administrations, organs of local self-government, territorial and of a particular branch organs of management on questions of the effective use of natural recreation resources, cultural and historical legacy, development of general and special infrastructure; research establishments on the type of the advanced study in recreation and tourist industry; higher educational establishments.
