Vasiliyev A. Reengineering of management of water resources: regional economic issues and realization mechanism

Purpose: theoretical and methodological basis of the concept of effective management of water resources at the regional level, taking into account environmental factors and the development of guidelines and the scientific and practical suggestions for re-engineering of water management. The object of study: the process of water management in the regions of Ukraine to ensure effective use of water resources, taking into account socio-economic and environmental requirements. Subject of research: theoretical and methodological approaches to the selection of forms and methods of re-engineering of water management, as well as economic relations in the water sector with other agents at the micro and meso level. Methods: an institutional approach, system approach, a comprehensive, economic and statistical methods, abstract, logical method, cluster analysis, methods of mathematical modeling, graphical method, methods of analysis and synthesis. Justified: theoretical and methodological approaches to the formation of the modern model of management of water resources based on reverse engineering. Proposed: an algorithm to choose the form of reengineering of water management for the individual regions, by grouping them based on the use of cluster analysis identified elements: features of re-engineering of small hydropower facility management based on the introduction into practice of concession, franchise agreements. Scope: utility companies, local authorities, institutions of higher education.
