Research object: process of forming of the system of regional management of reducing the shadow economy. Purpose: development of theoretical methodological principles of forming of the system of regional management of reducing the shadow economy. Methods: kompilyation, economic statistical, tabular, graphic, historical analysis, logical generalization, synthesis, analysis, comparison, induction, deduction, strategic analysis, design, construction and study of diagrams. Results: the mechanism of forming of regional management of reducing the shadow economy is developed; conceptual going near a management of reducing the shadow economy of region on principles of recurrence; management changes during realization of strategy of reducing the shadow economy of region which contains: methods of management changes, directions of diagnostics of resistance changes, system flexible tactician of overcoming of resistance changes, determination of concept «shadow economy of region" improved; semantic determining descriptions of the states of shadowing of economy of region after signs: to community of family object of economic crime, degree of public danger and damnification, description of trajectory of development of region; methodical going near the estimation of level of shadow economy of region; a mechanism of watching, warning and counteraction washing of shadow profits the subjects of menage is in a region which foresees influence of management subject on the object of management; got subsequent development methodical going near the estimation of volumes of outbound/import of investment resources of from an /in an economy/economy region; going near planning of the adapted organizational structures of management of reducing the shadow economy of region; determinants of shadow economy of region; approach to forming of strategies of reducing the shadow economy of region.
