Dymchenko O. The Methodological Foundations of the System Modernization Management and Development of Housing and Utilities Enterprises

In the thesis the theoretical and methodological framework and practical guidance in applying the methods of estimation of the situation, strategic planning, equipment management system modernization and development of the municipal utilities, are in a nonequilibrium steady state of crisis and in the coordinates of the problem situation are developed. The theoretical bases of the category "problem situation" are revealed. The analysis of technical-economic situation at housing and utilities enterprises in the dynamics of their development is accomplished. The essence and features of the management concept construction of system modernization and development of housing and utilities enterprises are defined, which is based on the real capacities of the existing potential and meets the tasks and methods of regional innovation policy implementation. The issues of government support in the broad spectrum of variants are considered and calculations of optimization of budget tasks are accomplished. The theoretical basis of the category "new economic thinking" is considered, and its specifics in housing and utilities economy as an activator of innovation development process are defined. The structure of the innovation potential of housing and utilities enterprises is determined and the methodical approach to its evaluation is elaborated. The notions "access to housing and utilities services" and "readiness" of enterprises of the branch to reform is disclosed. The basic provisions of the formation of complex system of quality management are developed that includes the classification of the qualitative characteristics of the system and selection of indices of quality evaluation, models of the relationship between indicators of the system quality of housing and utilities economy are built. Tasks, schemes and technologies of application of reflexive mechanisms in strategic management of housing and utilities enterprises and information support of the modernization technology are elaborated.
