Makarenko M. Management of competitive advantages forming as a main reason for regional advancement

The object of study: the process of social-economical development of the region under the formation of new economical relationships. The aim of study: theoretical and methodological grounding and practical implementation of the control over the formation of specific achievement-oriented advances as the basic conditions of the regional development in the context of market relations that are increased by the competition at both national and international levels. Methods of study: scientific and special methods; scientific induction and deduction; historical and logical methods; abstract-logical method; method of economy-mathematical modeling; correlation and regression analysis; method of comparison and synthesis. The practical significance of results lays the fact that the outlined in the present scientific work proposals and practical recommendations can be used in the practice of local and regional authorities during the educational process of teaching of disciplines in such higher educational institutions as Donetsk State University of Management, Azov Marine College of Odessa National Marine Academy; were developed the theoretical and methodological regulations that were logically brought to the level of special advanced-oriented proposals developed for their implementation in the management practice of formation of competitive advantages of the region. Scientific novelty of results lies in fact that it was the first time when the theoretical and methodological regulations of the control over the formation of specific achievement-oriented advances of the region were developed; the elements of the capacity of achievement-oriented advances of the region were determined; the concept of estimation of the position of achievement-oriented advances of the region was suggested. Were implemented: the structure of marketing informational system of the region; the decision procedure of planning and development of management decision based on perceive of the situation the region can appear in; the informational-analytical provision of the control over the formation of specific achievement-oriented advances of the region. Further developments have got: the concept of "achievement-oriented advances of the region"; the procedure for calculating of the integral index of socio-economic development of the region under the process of definition of the system of indicators of the achievement-oriented advances of the region; the process of holding of benchmarking for the gaining of the achievement-oriented advances that are based on the use of GAP - analysis.
