Essay

The author improved theoretical and methodological principles for the creation and implementation of regional ecological networks as a single integrated structural and functional systems of objects, their elements are protected to conserve biodiversity, improve the environment, self-nature. The characteristics of biodiversity, first compiled an annotated outline of the flora of higher vascular plants Podolia (1962 species), investigated the taxonomic composition biomorphological analysis and environmental coenotic structure of vegetation. A list of rare species of flora and fauna and assessed the state of their security. Structural and functional analysis of natural reserves network. Based on the proposed set of criteria defined representation econetwork of all 64 administrative districts of the region. A econetwork of mapped schemes Podolia with the release of 62 key, 38 connectors, 132 renewable territory, floor area of 2.772.722.2 hectares, which is 45.49% of the total area of the region. For application buffer and recovery areas in the structure econetwork of the method of their selection. Based on established criteria, the manuf their ranking. For the first time the technique of creating common environmental passports are protected areas as a document for cadastral protected areas, improved system of comprehensive monitoring of protected objects, the ways of improving environmental education of the local population. To achieve the objectives of biodiversity conservation need to create new and developpropagate some functioning protected areas and to optimize land use. Given the extremely high and dangerous environmental plowed lands Podolia (62.8%), it is recommended to cut an average of 22.8%. This will increase the share of ecological sustainable land from 29.4 to 45.49% and significantly enhance ecological stabilization and socioeconomic role of regional ecological network as a determining factor in the strategy of sustainable development Podolia. It is shown that the implementation of elaborated proposal will create favorable conditions for the effective functioning of the regional ecological networks and maintaining sustainable environmental management and development as Podolia and state.
