Fisun K. The methodology of planning system measures of social and economic policy of development

The object of study: the process of planning of socio-economic policy of the region. The aim of study: the grounding of methodology of planning of systematic measures in the process of the socio-economic policy of the region development in the context of sustainable extension. Methods of study: dialectical approach; analysis and synthesis; generalization; systematic approach; target-oriented; mathematical modeling; strategic analysis. The practical significance of results lays in the process of bringing them to the level of methodological guidance that are used in practical activity of the Ministry of Economy of Ukraine, Head Department of Economic of Kharkiv regional state administration and the Central Statistical Office of Kharkiv region. Scientific novelty of results lies in fact that it was the first time when it was proved that the system of factors that affect the process of socio-economic development policy planning depends on the information space factor; was grounded that the process of socio-economic development policy of the region should be conducted within the frames of knowledge-based businesses. Were implemented: methods and techniques of programming of the target areas of socio-economic development of the region; the approach to the characterization of synergies effect from mergers and acquisitions at the regional level. Further developments have got: regional mechanism of implementation of socio-economic policy of public-private partnership; methods of scenario-based approach to the process of planning of methodology system of socio-economic development policy of the regions.
