Essay

The object of study: process of the regional socio-economic system functioning. The aim of study: the development of theoretical and methodological foundations and methodological approaches regarding the process of determining of essence of innovation capacity of the regional socio-economic system (RSES), the dialectic of its formation, assessment and development in modern conditions and in the context of international experience. Methods of study: program budgeting method; method of balance; organizational-modeling method; historical method; method of analysis. The practical significance of results lays in fact that the key provisions of the present thesis work were further used in the practice of Donetsk, Kharkiv and Cherkasy Regional State Administrations during the process of socio-economic development of the region program making. Scientific novelty of results lies in fact that it was the first time when a synergistic approach to the process of improvement of efficiency of innovative capacity of the RSES development in unstable market environment conditions was grounded; the methodological recommendations for improvement of efficiency of innovation potential of the RSES usage by information support and strategic communications were developed. Were implemented: the classification approaches to the process of innovation potential identification; the recommendations concerning the building of national model of innovative development of the region. Further developments have got: the determining of importance and necessity of innovative potential of the RSES; the specifications of the state regulation of innovation processes in Ukraine in the context of experience of the foreign countries.
