In the dissertation are grounded the theoretical and methodological principles, organizational and internal arrangements of post-industrial modernization, in which, under the technocratic influence of information and communication technologies, a territory function as a physical basis, they transform in a direction of globalized, spatial information environment of a net correlation of social-economic actors - regional economic area.The author developed a system-techtological methodology of managing with modernization of regional economic area, based on the integration of ideas of society, partnerships, network, conjugative correlation of social-economic actors.
