The dissertation is devoted to developing the theoretical and methodological principles, scientific and practical recommendations for the providing development of intellectual innovation system. Its accomplished through justification for the formation and development of tools the implementation to the general economic strategy of regional economic policy and improvement of innovative infrastructure in the region. The basic fundamentals of the theory of intellectual innovation system have been formulated. Its based on the conception of integration the resource and functional potential of the regional formations. The conceptual model of intellectual innovation system of the region, which based at the structural type of cognitive-information basis. The current position of socio-economic development of the regions, the functioning of subsystem intellectual - innovation system regions and the problems at the way of its development has been analyzed.
