Yatsenko O. Capacity Building for Sustainable Development and Competitiveness of Rural Areas on the Basis of Innovation

Dissertation research is devoted to the complex decision of theoretical and methodological issues and to the ground of practical recommendations from forming potential steady development and competitiveness of rural regions on innovative principles. The paper summarizes the scientific approaches to defining the essence of concepts "village", "rural locality", "rural territories", "rural regions", defined principles and the most important factors that significantly in fluence on steady development of rural regions, conducted classification of regions on typical macroeconomic indexes, reasonably methodical approaches to quantitative evaluation of rural regions. Special attention is paid to the grounding of methodological approaches formation of an innovative model of rural development, studied methodology for assessing innovation potential, investment climate, principles of creating social and economic sustainability and competitiveness. Substantial nature of existing theories of regional agro-food systems is revealed, the method of quantitative evaluation of the agricultural systems is worked out, the authorized regional model reclamation and agricultural associations as effective agro-food system is offered external, strategic guidelines for economic growth and sustainable rural regions development are certain. Normatively-legal regulation of agricultural improvement in current conditions is investigated in modern terms, the level of provision of rural regions infrastructural potential is analyzed, an estimation is carried out and the prognosis quantitative and quality parameters of rural arrangement development are worked out. Prognosis technology of regional problem decisionofsteady, competitive development isofferedfrom positions ofanalysis of the systems, programming and design, component strategies of regional development are certain.
