The concept and the innovative model of implementation of the regional socio-cultural policy, which includes structural and functional interaction of the components of the infrastructure of socio-cultural space of the region. The mechanism of development of the socio-cultural sphere of the region on the basis of a model of sociocultural partnership as an innovative management mechanism. The proposed new form of resource provision of social and cultural sphere of the region, which includes expansion of the scheme of creation of such funds on the basis of cooperation of cultural institutions of different type and profile.
