The level of a research problem is investigated, literature sources, theoretical and methodological basis are characterized. Social and political, social and economic, ethnic and demographic factors of emigration policy are found out, emigration concepts and programs of government, political parties and public organizations are analyzed; the content of Polish state emigration policy, forms, methods and means of its realization are defined; quantitative and qualitative indicators of emigration movement are analyzed, on their basis regional particularities of introduced policy.
