The definition of the industrial potential of the region is specified. The strategic instruments of industrial potential region development evaluation are certain. The stages of industry forming are specified in the east regions of Ukraine and description of modern old industrial development regions stage is given. The approach to the assessment of industrial development efficiency use of Ukraine regions taking into account the innovative aspect is certain. The order of industrial potential efficiency regions use evaluation is developed and the strategic changes are certain in the structure of industrial regions potential. The procedure of efficiency increase use strategy forming and realization of industrial region potential is developed and the measures are described on realization of strategic aims of industrial region potential development.
