Samojlik M. Scientific and methodological bases of management resource-ecological safety at regional level

The object of study - the management of resource-ecological safety at regional level. Subject of research - theoretical, methodological and applied principles of resource-ecological safety management considering strategic guidelines of regional development Ukraine. The aim of the thesis is the development of theoretical, methodological and methodical positions, scientific and practical recommendations for formation system of resource-based resource-ecological safety of strategic guidelines regions of Ukraine. Methodological research unit are: scientific and systematic approach abstraction (for disclosure of the nature and content categories "resource-ecological safety", "management resource-ecological safety at regional level"), strategic and synergistic approaches (to align interests of regional rresource-ecological safety management); resources and targeted approaches (in the development of management resource-ecological safety strategies at regional level); system-structural method and spatial analysis (for studies of the structure of resource-ecological safety of the region); method of integrated communications (when developing complex environmental marketing actions); method of economic-mathematical modeling (for building optimization and simulation models of ecological-economic management of resource-ecological safety in the region); comparison, analysis and synthesis (to develop environmental and energy resource models locked loop); economic and statistical methods, methods of factor and cluster analysis, forecasting, mapping (for analyzing and evaluating the effectiveness of resource-ecological safety management at the regional and intra levels); heuristic methods (for formation of theoretical and applied the provisions of the regional development program management resource-ecological safety). The theoretical value of the results lies in the deepening of the existing provisions on the operation and improve management of resource-ecological safety at regional level based on the study of the essence and content processes ecological regional production and the current requirements of regional environmental policies opratsovanni methodical provisions on the assessment and requirements of management efficiency influence on these protsesy. Dissertation is devoted to development of scientific and methodological bases and practical recommendations in relation to organizing of resource-ecological safety taking into consideration strategic development at regional level. Methodological-theoretical basis of organizing resource-ecological safety of the region based on integration of ecologic, economic, technological and social imperatives. Economic-mathematic model of resource-ecological safety management and approaches of optimal management strategies determination and their implementation mechanisms are proposed. The methodical base of risks diagnostics of regional resource-ecological safety management system and evaluation of its efficiency are worked out. Scientific approaches of regional policy forming of resource-ecological safety system implementation is proposed, directions of buildup of organizational-economic mechanism of resource-ecological safety management at regional level is justified taking into account existent disproportions of the socio-economic and ecological state in regions of Ukraine.
