Varcaba V. Theoretical and methodological principles of harmonization management process of the regional economy

Object - theoretical and methodological principles of harmonization the complex of socio-economic and environmental objectives and interests of subjects of market relations in the region; goal - development of theoretical principles and methodological approaches to managing the development of regional economies on the basis of harmonization goals and interests of the key players in terms of knowledge-based economy; methods - historical, logical, evolutionary system approach; empirical, abstract, graphic-analytical methods; comparison and assessment; novelty - proposed structural and semantic model of transformation of natural resources of regional public system of human resources plurality and its subsystems into the level of economic well-being, which provide organizational integration and concentration of intellectual systems resources and subsystems in the processes and procedures; subjective-wide harmonization of goals and interests of minimization of opportunities that cause mutual damage but with maximizing mutual benefits; introduced into scientific use term of "pareto-rise", which proposed to understand as opening of additional, previously unused or even unknown resources and opportunities; they used to improve the welfare of one or more participants of market relations and to prevent reduction of the welfare of others participants; "coefficient of system synergy " as a ratio of the integrated group of stakeholders based on harmonization with system goals and interests among the disintegrated subjects, which put their interests and objectives of the activity without consideration of goals and interests of the system; "coefficient of system disergy " as a quantity inverse to the concept of "coefficient of system synergy", which in complex describe the model of socio-economic system state of synergy/ disergy and influenced by harmonized control and management of the subsystems; results - identified stakeholders in the regional economy and their main characteristics; theoretically proved possibility and also necessary of sufficient conditions for the development of management techniques of harmonization objectives and interests of the region subjects; developed the model of regional public system and proposed technology of harmonized control of economic development on the basis of complex "Sintellect - Synergy - Synarchy"; developed comparative analysis and evaluation of regional public performance in Carpathian region.
