Essay

The dissertation is devoted to substantiation of theoretical principles, methodological development policies and the formation of practical recommendations for the knowledge economy development in Ukraine and its regions by means of public- private partnership. The concept of the knowledge economy in Ukraine and its regions by means of public-private partnership is formed in the given work. Basic components for economy of knowledge (innovation, education and information and communication technology) are determined and their impact on the competitiveness of the country is proven. Methodology for evaluation of the knowledge economy development in a regional context is designed. The system of performance evaluation of the knowledge economy development, which are summarized through a comprehensive index (that include such components as innovation, education, information and communication technologies) is formed. Causal relationships between a set of factors that influence the activation of interaction of public and private partners for the public- private partnership implementation are discovered Methodological evaluation framework for provision of public- private partnerships in the region which is based on the proposed definition of «base for the development of public-private partnerships» and constructed integrated performance by entropy is designed. Priorities to support the development of the knowledge economy by means of public-private partnership are determined.
