Bielikova N. Theoretical aspects of reforming the economy of Ukraine’s regions

The thesis is devoted to justification the concept of reforming the economy of Ukraine’s regions. This concept based on the synergetic paradigm principles and consists of a set the interrelated hypotheses and regulations that they reveal. This concept allows selecting the directions of reforming the components of economy of Ukraine's regions. Structurally-logic scheme of research the problems of reforming the economy of Ukraine’s regions are developed. The scheme is allows to solve the reforming problems in a theoretical and practical level and formulate a program of research aimed at assessing the results and impacts of reforms in the past; make the individualization of the impact of reforms on economic development of regions; generalization of the experience reforming the economy foreign countries and their regions; component problem diagnosis models of the economy for each region of the country. Methodology for the assessment of the functioning and development regional economy are improved on the basis of the structuring component that allows you to appoint the priority directions of economic reforms at the regional level. Methodical approach to assessment of influence of reforms on changes in GRP and structural dynamics of economic development of country regions that provides comprehensive assessment of the reforms impact on the efficiency of functioning regional economy are developed. It substantiates theoretical and methodological provisions for the choice of the sequence of economic reforms designed to transform the problematic component models of the economy of Ukrainian regions. Methodical approach to forecasting processes of reforming the regional economy are justified and the priority scenarios of reforming the economy of the Kharkiv and Kherson regions are defined.
