Voznyuk M. Formation of Regional Investment Policy in the Field of Energy Conservation (Methodology and Methods of Implementation)

Object of study: investment processes in energy saving at the regional level. Objective: justification of the theoretical and methodological foundations of regional investment policy in energy saving and the development of practical recommendations for improving of its effectiveness. Methods: logic generalization, systematic and complex, analysis and synthesis, induction and deduction, economic and statistical analysis, analogy and comparison, scientific abstraction, factor analysis and economic-mathematical modeling. The novelty: for the first time the concept of forming a regional investment policy in energy saving is proved, algorithm of comprehensive study of regional investment policy in energy saving is proposed, a scientific and methodical approaches to the evaluation of the effectiveness of regional investment policy in energy saving based on account of the dynamics of change in the gross regional product and energy consumption in the region are developed, improved the essence of the concept of "regional investment policy of energy saving", scientific and methodological approach to the gradual evaluation of regional investment policy in energy saving, methodical approach to the analysis of infrastructural ensuring the implementation of regional investment policy in the field of energy saving, matrix-composite model of energy infrastructural cluster of the region which based on the use of regional strategies that take into account the specific features of the processes of generation, transmission and consumption of electricity in the region. Scope of application: in the activity of the State Agency for Energy Efficiency and Energy Saving of Ukraine to the construction of the concept of energy saving in regions of Ukraine, the Main Department of Economy and Industrial Policy of the Lviv Regional State Administration for using the world experience of implementing energy saving policies and management by energy efficiency, the Lviv Regional Council for developing of regional programs for energy saving, the Ministry of Finance of Ukraine for the introduction of alternative sources of energy and motivation of households for participating in investing of energy saving measures, in the educational process of SHEE "Banking University" in teaching of subjects "Investing", "Analysis of investment projects", "Regional economy".
