Essay

Object: process of overcoming the imbalance of professional distribution of human capital of productive forces of the region. Objective: to develop theoretical and methodological principles and to substantiate scientific and methodological and practical recommendations for overcoming the imbalance of the professional distribution of human capital of productive forces of the region. Research methods: logical, monographic and content analysis; statistical, theories of logic, hypothetical-deductive, simulation, systemic, scenario and matrix approaches. Novelty: a set of main conclusions is a theoretical generalization and a new solution to an important scientific and applied problem, which is manifested in the substantiation of theoretical and methodological principles for overcoming the imbalance of the professional distribution of human capital of productive forces of the region. Theoretical and practical results: the concept of overcoming the imbalance of the professional distribution of human capital of productive forces of the region from the standpoint of the evolutionary paradigm is developed; a mechanism for overcoming the imbalance of the professional distribution of human capital of the productive forces of the region in a tuple form; methodological approaches to diagnosis and to identify the imbalance of professional distribution of human capital on the basis of system and scenario approaches; implemented - simulation model for overcoming the imbalance of professional distribution of human capital of productive forces of the region based on a system of indicators within the limits of social, economic, demographic and innovation factors; methodical approach to forecasting the imbalance of professional distribution of human capital of productive forces of the region; methodical approach to the recognition of the imbalance of the professional distribution of human capital of productive forces of the region; methodical approach to typing of regions for the imbalance of professional distribution of human capital of productive forces. Level of implementation: the Department of social protection of population of Kharkiv regional state administration (reference No. 07-34/18 from 19.01.2018), Kharkiv Regional Employment Center (reference No. ХОЦЗ-18-1253 from March 27, 2018), Department of Economics and International Relations of the Kharkiv Regional State Administration (reference No. 06-55 / 1931 from 06.12.2017), the Main Department of Statistics in the Kharkiv region (reference No. 06-15 / 029 from 02.07.2018). The results of the thesis research are used in the educational process of Simon Kuznets Kharkiv National University of Economics during formation of educational-methodical base and teaching of educational disciplines "Methods of statistical analysis and planning of the national economy", "Methods of forecasting socio-economic processes", "Statistical methods of regional development assessment" (reference No. 21.6 / 10-1082 from April 11, 2018).
