Thesis for a doctor degree in economic sciences in specialty 08.00.05 – development of productive forces and regional economics (branch of knowledge – economic sciences). – Chernihiv National University of Technology, Ministry of Education and Science of Ukraine, Chernihiv, 2018. The thesis is devoted to the deepening of theoretical positions regarding the modernization of the region's economy, the substantiation of the methodological basis for the new regionalism formation and practical recommendations for the involvement of institutional and managerial determinants of a new regionalism formation in Ukraine. The scientific discourse on theoretical foundations of a regional economy formation in the composition of spatial social systems is researched. The essence of the concepts is based on the research of scientific schools for the development of productive forces and regional economics: "new regionalism", "regionalism", "regionalization", "region", "modernization of the regions’ economy". It is proved that the new regionalism is regionalism, due to the desire to modernize the economy, in which the regions act as subnational territories with corresponding entrenched functions, gaining new features of the subjects, promoting their interests and priorities, becoming more independent economic units, remaining open for further integration. New regionalism arose under the influence of globalization processes: the need to find ways to integrate territories into the world system of labor markets and capital, the growth of the regions role and increase their influence on the macroeconomic situation, the inability of government governments to provide an adequate standard of living for the population, to meet the growing needs of the regions, to overcome the disproportion of the economic development and poverty. The stages of introduction and objective preconditions of typology of social and economic development regional policy in the countries of the European Union are outlined. The asymmetry of the development of regional economic systems in the transformation period is investigated. The socio-economic development of regional social systems of Ukraine is estimated. The tendencies of the sustainability of the development of regional systems under the influence of changes in the institutional environment are determined. The methodological foundations for the new regionalism formation in Ukraine based on: an integrated approach that includes systemic, institutional, situational and synergetic approaches are developed; a system of general economic and specific principles that has the following properties and patterns of development, such as: integrity, structuring, polystyrene, heterochronity, publicity; functionalities of the new regionalism formation that contain functions (social, reproductive, mobilization-distributive) and their subfunctions (demographic, ideological, consumer, innovative, resource, integration, security), aimed at reconciling the goals and objectives of the new regionalism formation in accordance with the criteria of hierarchy, reality , specificity, controllability and publicity. The methodical approach to assessing the impact of the state regional policy on the modernization of the spatial economic systems in the conditions of a new regionalism formation, which is based on the solution of the differential equations system of the socio-economic development model in the conditions of a new regionalism formation on the principle of L.S. Pontryagin's maximum, is substantiated and allows us to determine optimal values by finding the attractor, the complex integral index of the functionality module of a new regionalism formation, playing indices of the functionality of the new regionalism and indicators of their subfunctions’ modules for the implementation of measures to reduce the asymmetry of socio-economic regional development are explored. The methodical approach to assessing the socio-economic regional development and forecasting the socio-economic regional development in the conditions of new regionalism formation has been improved. The consolidated concept of involvement of institutional and managerial determinants of a new regionalism formation in Ukraine for the regions’ socio-economic development, which is a system of methodological, socio-economic measures, principles, forms, methods, means, which reflect the interests of the population with respect to the constitutional rights and freedoms of different groups, individuals, regions and the state as a whole is proposed. It is involving the consolidation of the efforts of all actors in the new regionalism formation and aims to reduce asymmetry socio-economic development of Ukraine.
