Object of research: the process of complex development and formation of the system of collective interaction of human resources of the territory; the purpose of the research: development of theoretical and methodological principles of integrated development of human resources of territorial communities and practical recommendations for their implementation in the regions of Ukraine; novelty: the essence and content of the concept of "human resources" are revealed; characterizes the system of human resources formation; assessment of human resources development of territorial communities; the methodological tool for evaluating the results of the functioning of the human resources creation system has been developed; a model of "ideal" labor resources of territorial communities was built; the imperatives of the state process of reforming and development of human resources are allocated; an assessment of the level of self-sufficiency of the community on the basis of criteria and its impact on the sustainability of budgets; the methodological principles of forming human and labor resources of communities are outlined; the estimation of the living standard of the population as the basis for the development of human resources of the regional socio-economic system; the degree of implementation: the Verkhovna Rada Committee on Agrarian Policy and Land Relations, ZTPP, Zaporizhzhya City Council, Shirokivska Unified Territorial Community; sphere of use: regional economy.
