The dissertation deals with the complex theoretical and methodological analysis of political consensus and determination of its role in the conditions of modern social development. The spectrum of theoretical and practical questions related to the nature of the conflict environment and finding ways out of it in all spheres of public life are considered, which allows to speak about the beginning of the formation of a general theory of political consensus in political science. It is determined that the practical need for consensus makes it extremely relevant from a scientific point of view, inevitably stimulates the study of this problem by political science. The subject of the study is the laws and features of the consensus functioning of the political institutions of society and the state, characterizing a qualitatively new level of political relations, aimed at reducing conflict, increasing the legitimacy and coherence of the functioning of government and civil society. The scientific novelty of the dissertation research is the development of the author's conceptual provisions characterizing the new role of the Institute of Civic Consensus, consensus mechanisms, taking into account the peculiarities of social development, problems of overcoming confrontation and intolerance. Political consensus has been shown to be the key to national politics. Political consensus takes place and is realized where political interests intersect (collision) both within the state (society) and internationally. The main areas of political consensus are outlined. The peculiarities of the formation of consensus relations in different periods of social development are revealed, and it is established that by its very nature consensus forms a new tolerant consciousness of society when recognition of one's interests becomes a condition for the fulfillment of one's own goals and aspirations. It is shown that the existence of consensus, the implementation of its principles in the life of society contributes to the formation of a new consciousness of citizens, under which recognition of other interests is a condition for the implementation of their own.
