Essay

Object of research: processes of formation of waste management systems in the regions of Ukraine. Purpose: substantiation of theoretical and methodological principles and development of scientific and practical recommendations for the formation of territorially balanced waste management systems in the regions of Ukraine. Methods: abstract-logical, historical approaches, retrospective analysis, statistical groupings, graphical, analysis and synthesis, induction and deduction, monographic, economic-statistical analysis, balance, modeling, analogies. Novelty: for the first time the concept of formation of waste management system at the regional level on the basis of balance between volumes of waste generation and utilization within administrative-territorial formations is offered, methodological approaches to research of conditions of balance of waste management systems at regional level are substantiated, methodical approach to the organization of separate collection of household waste has been developed, which provides for its implementation in places of waste consolidation on sorting lines with preliminary heat treatment to increase the efficiency of separation of individual fractions for further recycling; conceptual and categorical apparatus of research of waste management systems at the regional level, waste classification system, which, in contrast to existing approaches, is based on the genesis of scientific ideas about their essential features and in accordance with the flow of logistics chains, taking into account industry affiliation, anthropogenic risks and resource potential for the cyclical economy, scientific provisions for the identification of structural elements of the waste management system at the regional level, methodological approaches to the study of territorial balance of waste management systems in the regional dimension, scientific and methodological approach to identifying territorial reserves for construction are improved. Scope: in the activities of central and regional authorities, in particular: the Committee on Environmental Policy, Nature Management and Elimination of the Consequences of the Chornobyl Accident of the Verkhovna Rada of Ukraine, the Committee on Science and Education of the Verkhovna Rada of Ukraine during the consideration of legislative initiatives issues of industrial policy and entrepreneurship of the Verkhovna Rada of Ukraine, Department of Local Self-Government and Territorial Organization of the Ministry of Regional Development, Construction and Housing of Ukraine, Department of Economic Development, Industry and Infrastructure of Khmelnytsky Regional State Administration, Department of Economic Policy of Lviv Regional State Administration, Transcarpathian Regional State Administration, Ivano-Frankivsk Regional State Administration, Zhovkva District State Administration of Lviv Region.
