The dissertation work is devoted to the substantiation of scientific and methodological bases and practical recommendations on the formation of an innovative model of cluster policy of regions based on the balance of interests that gave the chance to carry out theoretical generalization and to provide a new solution of an actual scientific problem. The basics of the cluster theory in the development of the knowledge system of the regional studies from the priorities standpoint and vectors of the innovative progress, increasing the potential cluster formation in the world economy are determined and systematized. Emphasis is placed on the formation of a new paradigm of the cluster economy model as an integrated platform for cooperation in the system of the business-government-population relations. The evolutionary stages of the development and dissemination of cluster theory are outlined according to the following criteria: interdisciplinary isolation; systematicity; interparadigmatic synthesis. It is emphasized that the processes of cluster formation are inherently innovative, groups of manifestations, positive or negative impact on the economy and society of the regions. The action of economic interests within the level organization of the system of economic relations is structured. Modern cluster policy is defined as a managerial vision of the mechanisms to support the state and regions, clusters and cluster initiatives that ensure the effective territories development and are based on the process of harmonization and consolidation of economic interests. The position of the modern cluster methodology is generalized from the point of view of the formation prospects the scientific bases of the innovative model of the regions cluster policy, the preconditions of such process are substantiated. The regional clustering process in the regions of Ukraine was evaluated according to key indicators: clustering coefficient of the region, coefficient of the clustering integration process, as a result, their low level in terms of regions of Ukraine was obtained, network associations and the available potential for their development. The leading regions in terms of the clustering are identified: Rivne, Ternopil, Volyn, Zaporizhia, Lviv, Mykolaiv, Kherson, Khmelnytsky, and Cherkasy; outsiders: Donetsk, Zhytomyr, Zakarpattia, Luhansk, Kyiv, and Kyiv. It is proved that the process of regional clustering requires: systemic monitoring and diagnostics; coordination and balance of economic interests the cluster formation agents, which cannot be realized without the formation of effective cluster policy, the strategies implementation and programs of the regional development on the basis the innovative cluster formation. The diagnosis of the regional dimension of the level coordination the economic interests of cluster formation agents has been carried out, which has been carried out in stages. At the first stage, the level of coordination the economic interests in the system of regional relations «government-business population» was assessed. The second one assesses the level coordination of the economic interests in the implementation of innovation clustering processes, which allowed to obtain a cartographic representation of the integrated indicator, which identifies areas with low and medium degree coordination of the economic interests in the system of regional relations «government‒business‒population», degree ‒ absent, which is due to unresolved conflicts of interest that need to be addressed as a matter of priority. A dynamic model of consolidation and harmonization government economic interests, business and the population in the use of the potential of cluster policy of the regional development, based on key stages: the first stage of forming a balance of interests of territorial development actors; consolidation and harmonization - based on system analysis; the second stage ‒ coordination ‒ based on the use of game theory tools, fuzzy mathematics and biometric tools in the interaction of rational participants in cluster relations («region-state»; «industry‒state»; «business‒population», «government‒business» and «region – investor»). The priorities of formation of an innovative model of cluster policy of regions of Ukraine based on generalized results of the assessment the strategies conformity and programs of innovative development to criteria of smart specialization using the adapted European tool «Wheel of self-assessment of regional innovation strategies of the smart specialization» are defined and argued. The shortcomings of regional strategy are outlined, and the directions of formation of the innovative model of the cluster policy of Ukraine regions are defined, which are based on measures of the activization the intellectual specialization of regional economies taking into account the balance of the interests.
