The dissertation provides proposals how to form a theoretical and methodological basis, methodological tools and practical recommendations for strategic regulation of disparities in social and economic development of regions. It suggests how to apply consequences of mentioned regulation and how to make them dimensional, ordered and regulated.
Scientific bases for formation of system and concept of strategic regulation of disparities are developed. It is shown that regulation of disparities is based on the need to combine state regulation, local self-government and market self-regulation, which makes it necessary to account interests of all stakeholders. Important role of state regulation is proved and principles for mechanism of disparities regulation are formed. Methods and functions of strategic regulation of disparities are formulated. It is proposed to use the Pareto-optimum, results of local self-government and territorial organization authority reforms and P. Samuelson’s optimality criterion for forming the methodology for disparities regulation. Methodological synergetic-activity approach to strategic regulation of disparities is proposed. New concept of strategic regulation of disparities is created and it is based on changing the leading paradigm from overcoming disparities to their regulation.
Analytical and methodological support for assessing the effectiveness of strategic regulation of disparities in regional development is formulated and it is based on analysis of regulatory and legal support for the regulation of disparities, measuring changes in disparities, formation of tools for assessing effectiveness of regulation and development of recommendations for effective mechanisms. It is proposed to apply scientific and methodological tools for assessing disparities which are based on diagnosis of disparities in general economic, demographic, structural, social and economic, foreign economic, natural-ecological and industrial spheres. On this basis, a system of indicators was created. The system evaluates internal regional disparities by comparing certain quantitative parameters that characterize availability and application of the initial region capacities. To evaluate the current level of developmental disparities in the region, it is proposed to use variation coefficients, which account life sphere in certain regions during 2007-2017.
Analytical and methodological tools for determining the influence of dynamic factors on disparities have been developed. They encompass cluster and factor analysis of disparities effects, which allowed identifying catalysts and retarders of disparities and forming a set of indicators for disparities according to the nature of influence (stimulator / destimulator). In all regions, integrated indicators of disparities levels were calculated and the regions were ranked according to disparity’ levels; clusters of regions according to disparities levels were determined. Using fuzzy logic method for formation of dependences between catalysts / retarders of disparities and level of disparities, information-analytical support for interpretation of disparity indices is composed; the ranges of catalyst / retarder changes and the integrated level of disparities and the rules of fuzzy inference describing relationships between factors and determining level of disparities are defined. Regions are grouped according to fuzzy modeling the influence of catalysts and retarders on the level of disparities, which will allow prediction of their level. Practical bases for system of disparities regulating modes and types of disparities regulation and ways of measuring the efficiency of their regulation are created.
Cognitive-simulation model for predicting the dynamics of disparities is worked out. Relationships between factors determining dynamics and indicators of disparities which account cause-and-effect relationships of exogenous and endogenous disparities determinants are defined. Model for system dynamics regulating disparities is constructed. Scenario approach based on the cognitive-imitation model for regulation of disparities of regions’ development is used and scenarios of moderate, strengthened and shock influence, as well as basic scenario are formed. It is established that the scenarios of regulation of regional development disparities are based on preconditions: disparities are an objective factor and it is regulated, and types of strategies of disparities regulation are based on their combination.
