Mylenkyi V. Regional aspects of economic modernization: theoretical and methodological problems and the concept of implementation

The dissertation is a manuscript in which the theoretical and methodological bases and practical recommendations of realization of modernization of economy are developed and proved. The scientific bases of economic modernization of regions are analyzed in the work. The analysis of theoretical and methodological approaches to the study of modernization of socio-economic systems is carried out. The author’s definition of the concept of socio-economic potential of modernization of regions is formulated; its content, essence, and specificity are defined. The principles of management of the process of modernization of regional socio-economic systems are studied. The scientific and methodological bases of formation of the management system of the process of economic modernization of the regions are investigated. Methodological tools for assessing the socio-economic potential of the region have been developed. Conceptual approaches to the creation of a multilevel system of management of economic modernization of regions are formulated. A methodological approach to the formation and implementation of regional strategies of economic modernization is proposed. The potential of modernization development of the socio-economic sphere of the regions of Ukraine is studied. The assessment of the modernization readiness of the regions of Ukraine is carried out; the differentiated directions of the influence of the modernization factors on the innovative development of the regions are substantiated. A component and spatial analysis of modernization processes in the region’s economy was carried out (on the example of Kyiv region). Industrial policy and the institutional sphere of knowledge generation as basic tools of economic modernization of regions are studied. The essence and content of regional industrial policy in the context of tasks of economic modernization are analyzed. The methodological approach to the formation and implementation of regional industrial policy is substantiated. The tools of realization of industrial policy in regions are offered. The theory and practice of functioning and development of scientific and innovative sphere are studied, the methodology of formation of strategies of development of regional innovative systems is offered and the methodical toolkit of management of regional scientific and innovative sphere is developed. The principles, methods and mechanisms of social policy within the strategy of regional modernization are substantiated. Conceptual approaches to human resource management of regions are formulated. Mechanisms for modernization of regional health care management systems have been developed. Mechanisms for improving the effectiveness of regional educational policy are proposed. The necessity of development of the institute of public-private partnership as the most important mechanism of regional economic modernization is substantiated. It is concluded that the further development of mutually beneficial cooperation between public authorities, local governments and the business environment can become a basis for improving the efficiency of resource use and solving problems of increasing the modernization potential of the regions of Ukraine.
