This work focuses on identifying and justifying the theoretical, methodological, and scientific-practical aspects of developing Ukraine's state policy for ensuring the economic security of its machinery complex. The economic security of the machinery complex is considered as a concept of the theory of the economic security of the state. In order to clarify the essence of the economic security of the machinery complex as an economic category, the existing interpretations of this definition are studied. Two approaches can be distinguished: the first views economic security as a state, while the second sees it as a process. In order to form an adequate system for assessing economic security, the terminological apparatus of the national economy has been improved by combining the above approaches. The dissertation identifies the main trends, restraining factors and factors of the development of machinery in Ukraine, which distinguish the industry from others. Machine-building enterprises in the process of development are significantly affected by production, commercial, supply, contractual, insurance and other risks, which necessitates the search for effective measures to ensure the economic security of the machine-building complex. The inertia and slowdown in the activities of machinery enterprises identified in the study could, in the medium term, increase the likelihood of emerging and expanding threats, thereby reducing the economic security of both the machinery complex and the national economy. It has been established that the strategic role of mechanical engineering in national security is determined by the need to resist military aggression (external factor) and the need to develop the economy on an innovative basis (internal factor). Mechanical engineering products form the foundation of the military-industrial complex, and with the integration of information technologies, they create the potential for further implementation of commodity, technical, and technological innovations across other sectors of the national economy. The introduction of specific measures to ensure economic security in the practical activities of machine-building enterprises (formation of a system, concept, strategy and tactical decisions, justification of forms, methods and means to be used in the management process) is proposed to begin with the study of threats and dangers, which are characterized in the work in terms of groups according to the following features: level of predictability, possibility of prevention, remoteness in time, nature of occurrence, etc. The influence of exogenous and endogenous factors on the economic security of enterprises of the machinery complex of Ukraine is studied. The diagnostic apparatus proposed in the work allows quantitatively and qualitatively ranking potential opportunities and threats to the development of the machinery using a line of identification of factors of influence on the formation of economic security. To counteract the identified threats at enterprises, it is proposed to improve the relevant organizational and institutional mechanisms. A model for ensuring the economic security of the engineering complex is proposed, the main characteristic of which is that it is built on a combination of vertical and horizontal approaches to financing priority engineering industries. An effective combination of state regulation with market mechanisms will contribute to the formation of reproduction proportions based on internal sources of accumulation; a single socio-economic space through territorial alignment and spatial integration of productive forces; achieving the stability of the national economy through a balanced structure of engineering. The dissertation develops a concept for forming a state policy to ensure the economic security of engineering. The author's vision of additional principles for implementing state regulation of the economic security of the machinery complex is substantiated: the principle of variability, systematicity, complexity, stability, the use of economic methods in the mechanism of implementing state policy on the machinery complex, paternalism, ranking of objects of economic security of the machinery complex, anticipatory regulation. To identify strategic imperatives for increasing the level of economic security of the machinery complex, its monitoring and forecast were carried out in terms of production and trade, technical and technological and resource components, taking into account the level of quality of economic security management. The established relationship between the level of management quality and the level of economic security allowed developing a system of measures to ensure the economic security of the machinery complex in terms of strategic imperatives for the development of the national economy (development of production, transport, trade, innovation, technology, education, energy efficiency).
