Shubert E. Subordinate lawmaking in Ukraine

The purpose of the work is to identify and describe the essence and reveal the peculiarities of bylaw lawmaking in Ukraine, to develop proposals and recommendations for improving national legislation in this area. The legal nature, content and form of the concept of bylaw lawmaking in Ukraine are clarified. The principles of by-law law-making are revealed and generalized. Scientific provisions on the standards of bylaw lawmaking in Ukraine have been formed. The content of the functions of bylaws in Ukraine is revealed. The legal status of the subjects of by-law in Ukraine has been clarified. The structure of the by-law law-making process in Ukraine is revealed. European experience is revealed and a comparative characterization of bylaw law-making in some European countries is carried out. The principles have been improved and concrete proposals have been formulated to increase the efficiency of by-laws in Ukraine.
