Essay

Local self-government is one of the key institutions of civil society, which ensures the right and opportunity of society directly and through representative bodies of local self-government to manage public affairs in the interests of the local population. Despite deep democratic traditions, the establishment of a modern model of local self-government in Ukraine is closely linked to transitional processes. During the transitional stage of state building, the Soviet vertical of public administration was gradually transformed into a modern democratic system of government and local self-government. At the same time, in the process of democratization, the state inherited some elements of the Soviet system, syncretically combining them with modern institutions of democracy. Thus, the dynamics of institutionalization of local self-government in Ukraine expresses the dichotomy of centralization and decentralization tendencies in the context of the transition from totalitarianism to democracy. The results of the study demonstrate the formation and development of the institution of local self-government in Ukraine in 1990-2020 and the relationship between the specifics of the national model of local self-government and the socio-political context of state formation in the relevant historical period.
