Lutsyk O. Local Self-Government in Conditions of Socio-Economic and Political Transformations 1991-2020. (on the model of the capital region).

In the dissertation work the phenomenon of local government in native and foreign historiography, leading tendencies of formation and functioning of institute of local government, its socio-economic, political transformations, power decentralization, first of all, in the capital region are investigated, the prospects of this progress are determined and the realization of reform of territorial system is clarified. Scientific novelty of the dissertation research results is determined by complex analysis of formation of local self-government system of the capital region, detailed characterization of basic components of local government in Ukraine according to the author's practical plane, as well as stages of implementation of power decentralization reform and renewal of administrative-territorial structure. The study traces for the first time the stages of formation of the institute of local self-government and analyzes the peculiarities of functioning of each stage of elections of rural, township, city heads, village, city councils, regional councils and the first elections of united territorial communities. In the course of the study, the interpretation of the content of local government through the prism of models and concepts of local government, as well as international acts, in particular, the Charter and the legislative framework of Ukraine has been improved and expanded. A wide range of forms of public participation in local government has been analysed on the basis of analytical materials.
