The dissertation is dedicated to the research of administrative-legal principles of the organization and functioning of the national police authorities responsible for protecting the interests of society and the state. Based on the conducted research, a series of conclusions, proposals, and recommendations have been formulated, proposed by the author.
Chapter 1 "Theoretical and Legal Foundations of Protecting the Interests of Society and the State by the National Police Authorities," consists of three subsections dedicated to: the place and role of the DGIDPL, DKP, DPD, DPP, DPO within the structure of the National Police; defining the tasks, principles, and directions of administrative activities, as well as characterizing the normative legal framework for the activities of the DGIDPL, DKP, DPD, DPP, DPO NPU.
It has been identified that the National Police of Ukraine possesses all the characteristics of a system: it has a goal that is purposeful; it includes interconnected and interacting elements, thus forming integrity; it is a dynamic system, which is expressed in the fact that it constantly changes and progresses.
It is determined that the purpose of the activities of the DGIDPL, DKP, DPD, DPP, DPO of the National Police of Ukraine is to ensure public safety and order, protect the rights and freedoms of individuals and citizens, the interests of society and the state, and combat crime, which is the result of their activities, achieved through the fulfillment of the tasks assigned to them.
It is noted that the activities of the DGIDPL, DKP, DPD, DPP, DPO NPU are guided by fundamental ideas that underlie their activities when fulfilling their assigned tasks. The first group of principles includes: the rule of law, respect for human rights and freedoms, legality, openness and transparency, political neutrality, interaction with the public on the principles of partnership, and continuity. Specific principles of these departments include principles of confidentiality, both overt and covert principles in operational and investigative activities, and adherence to secrecy, which are specific and characteristic of operational units.
Further development of the thesis suggests that the functions of these departments, including DGIDPL, DKP, DPD, DPP, DPO NPU, encompass the main directions of activities that ensure the accomplishment of tasks and the achievement of goals set before them. Depending on the scope of their functions, these departments classify into categories: the first group involves combating crime, its prevention, and deterrence; the second group entails ensuring public order and public safety; the third group involves ensuring the normal and safe functioning of institutions, organizations, and enterprises.
It is stated that the normative legal framework for the activities of these departments consists of a system of legal acts that define the purpose and tasks, principles of creation and structure, subject matter, authority, and organization of the activities of the DGIDPL, DKP, DPD, DPP, DPO NPU, providing the basis for their effective operation.
