The dissertation is devoted to the study of the multifaceted phenomenon of "energy security", its theoretical and practical aspects, first of all, the constitutional and legal principles of ensuring energy security, the analysis of the relevant regulatory and legal regulation in Ukraine and foreign countries, the practice of its implementation, the mechanisms of ensuring energy security at various levels. On this basis, problems related to the effectiveness of the constitutional and legal ensuring of energy security of Ukraine, guarantees of energy security of a person, community, state, international energy security, etc. are specified, and ways of their solution are proposed.
The purpose of the study is the formation of a modern paradigm of constitutional and legal ensuring of energy security, based on a comprehensive and interdisciplinary study of the phenomenon of energy security, substantiation of provisions, conclusions, proposals and recommendations aimed at improving its constitutional and legal regulation in Ukraine. In order to achieve the defined goal and the relevant tasks of the research, the existing Ukrainian and foreign doctrinal sources on security, national security, energy security, state and international energy policy, etc. are summarized. Attention was drawn to the fact that not only legal scholars study this issue, but also representatives of economic, political, technical, historical science, public administration science, etc.
According to the author's approach, taking into account the multifaceted and interdisciplinary, interdisciplinary nature of the studied phenomenon, as well as other related categories (energy, energy policy, energy efficiency, energy development, etc.), it is appropriate to interpret energy security in narrow and broad terms. This applies to the principles of energy security, the policy of ensuring energy security, the mechanism of ensuring energy security. In particular, the latter includes the following components: energy security objects, subjects of energy security, energy threats and the system of protection of energy security objects against them; guarantees of energy security, etc. Moreover, safety of energy production, safety of transportation (supply) of electricity, natural gas and other resources are key; security of consumption, security of calculations, security of information about energy resources; protection of critical energy infrastructure, its modernization, diversification of energy sources, etc.
