The dissertation is an independently completed scientific work, which presents the results of a comprehensive study of the phenomenon of prevention of organized crime in the Odesa region of Ukraine. The system of knowledge about organized crime in the Odesa region as a historical, criminological and sociolegal phenomenon is formulated. A system of factors determining the determination of organized crime in the Odesa region of Ukraine has been formed. On this basis, a comprehensive system of measures to prevent organized crime in the Odesa region of Ukraine under martial law was developed.
It is claimed that the Odesa region, due to the peculiarities of its geographical location, peculiarities of the political and economic system, has formed as a specific center with high indicators of organized crime, which is characterized
by a high level of smuggling, and in conditions of war, also drug trafficking and drug trade, arms and human trafficking; the region is characterized by a relatively higher level of selfinterested and selfinterested and violent organized crime than in other
territories of the Ukrainian state; also in the conditions of martial law, high rates of economic organized crime and corruption, etc., were recorded.
It has been proven that the Odesa region is characterized by a negative state of organized crime with negative trends towards the growth of organized groups and criminal organizations.In the Odesa region of Ukraine, these indicators exceed the
national ones. According to statistical data, about 8% of organized groups and criminal organizations from all detected in Ukraine are stably recorded in the Odesa region of Ukraine. Every twelfth organized group and criminal organization is
recorded in Odesa region. Thus, in 2017, 10 organized groups and criminal organizations were discovered in the Odesa region, in 2018 their number increased to 12 (+17%), in 2019 to 17 (+ 42%), in 2020 to 23 ( + 57 %), in 2021 up to 28 8
(+ 65 %), in 2022 29 (+ 66 %), in 2023 up to 29 (+ 66 %) of organized groups and criminal organizations, respectively. organized groups and criminal organizations, which indicates the negative dynamics of manifestations of this type of antisocial activity.
It was found that since the beginning of the war, the number of persons who committed criminal acts as part of an organized group and criminal organization increased almost 2.5 times. Yes, if 49 people were identified in 2018; in 2019 – 64
people (+ 24%); in 2020 – 87 people (+ 44%); in 2021 – 102 persons (+ 52%); then during the military year of 2022 their number increased to 118 (+ 58 %), during 2023 – 120 (+ 60 %) persons.
It has been proven that with the beginning of the war in the Odesa region, the situation in the field of illegal activities of organized groups and criminal organizations has significantly worsened. If in 2018, its participants committed 150 serious and especially serious criminal offenses; in 2019 – 137 (8%); in 2022, their number was 298 (+ 41%), and in 2023, their number was 495 (+70%) criminal offenses. According to expert data, organized crime is characterized by a high level of latency. There are 15 to 20 undetected cases of illegal activities of organized criminal groups for each detected case. Peculiarities of the criminological
characteristics of persons who commit crimes belonging to the category of organized crime are as follows: they are mostly unmarried young men, most of them have experience in criminal activity, are supporters and profess "criminal ideology", in
conditions of martial law their activities are characterized striving for enrichment, is characterized by unjustified cruelty and cynicism.
The position that the current state and trends of organized crime in the Odesa region of Ukraine is the result of a complex interaction of a whole group of factors, events, processes and phenomena that take place in the state and public spheres is
substantiated. In this process, the following factors play a key role: historical, naturalgeographical, sociodemographic, political, economic, legal, organizational-management, psychological and culturaleducational factors, which in the conditions of Russian aggression significantly strengthen their influence on quantitative and qualitative changes in criminogenic training in the Odesa region, including in the field of organized crime.
The author concludes that organized criminal activity in the Odesa region is social, economic, ideological, etc. the foundation, basis and one of the main reasons for the existence of any type of illegal activity juvenile, selfinterested, recidivist, economic, violent, extremist crime, crime in the field of illegal drug trafficking, corruption, smuggling, terrorism, etc.
