The peculiarities of the formation of the body of deputies of the investigated body were clarified, in particular, the beginning of the discussion of proposals for holding elections in May– June 1989, the discussion of election draft laws in August–October 1989, formation of district election commissions and nomination of candidates for deputies in November–December 1989, registration of candidates for deputies and pre-election campaigning for them mainly in January–February 1990. As part of the preparations for the elections within the city of Kyiv, there was a potential possibility of holding the election of the deputy corps of the Kyiv City Council as part of an experiment regarding elections by territorial and industrial constituencies, however, the corresponding proposal was rejected during the plenary sessions of the Verkhovna Rada of the Ukrainian SSR in October 1989. As a result of voting on March 4, 1990, 11 candidates were elected deputies within 300 electoral districts, and already on March 18, 1990 – 282. The specifics of the organizational principles of Kyiv City Council of the 1st (21st) convocation were revealed. During the period of her tenure, her apparatus, separate from the apparatus of the Kyiv City Executive Committee, was separated and consolidated. Among the peculiarities of the session activity of the Kyiv City Council of the new convocation, there were difficulties with gathering a quorum due to political polarization, as well as delays and violations in the formation of subordinate bodies, as a result of which the Kyiv City Executive Committee, elected in January 1990 by the Kyiv City Council of the previous convocation, acted as a permanent commission until December 1990. formed only at the end of the 1st session, and the deputies of the new one, despite legislative restrictions, combined deputy mandates with positions in the executive power. The consequence of complications in the work of the session of the Kyiv City Council was the formation of numerous additional bodies in the form of coordinating commissions and working groups, as well as the actual strengthening of the power of the presidium and later the chairman of the Kyiv City Council and his deputies. . In particular, it was found that her interaction with higher authorities was quite close due to the location of the latter in Kyiv, which was represented not only by correspondence, but also by the direct participation of deputies and officials of the Kyiv City Council in government events. During 1990-1991, the relations of the Kyiv City Council with the subordinate councils, primarily the district councils, were marked by confrontation with the district councils' desire to strengthen their own powers, but after the administrative reform in March 1992, with the deprivation of both levels of the councils of subordinate executive bodies, relations between them began to improve, which showed in conducting joint meetings at the initiative of the Kyiv City Council. Throughout the activity of the Kyiv City Council of the 1st (21st) convocation, its relations with the bodies of the city prosecutor's office remained confrontational due to the protests of the latter's leadership against the decisions of the Kyiv City Council and its bodies. The relations of the latter with the judicial bodies differed somewhat due to the exercise of powers to elect judges of the district people's courts of Kyiv, but there were isolated cases of confrontation in connection with requests to bring deputies to justice. In relations with the bodies of executive power, until March 1992, the Kyiv City Council had and in some places exercised the authority to reorganize them, but with the introduction of local state administrations, confrontational relations developed between the deputies of the Kyiv City Council and the Representative of the President of Ukraine in Kyiv, which improved as a result of the search for compromises after the replacement I. Salii on L. Kosakivskyi. Separately, in the activities of the Kyiv City Council I (XXI) convocation, issues of socio-cultural activities arose, which manifested themselves in the commemoration of memorable events and the organization of new state holidays, the representation of national and cultural societies. Along with that, in the conditions of Ukraine's independence, the importance of the Kyiv City Council as a subject of external relations increased, which was manifested in its participation in the establishment of foreign representations, representation of the municipal movement in Ukrainian and international organizations, the development of established and the establishment of new twinning ties, in particular the latter since 1991 - with foreign capital cities (e.g. Ankara, Budapest).
